The Panther is not really in production anywhere yet. There are none to give Ukraine. The proposal is to build a factory in Ukraine which would produce this tank and field it maybe 1 1/2 years from now. That's of little practical value.

Further, building and sustaining this factory in a Ukraine under Russian attack is not feasible.

Finally, the strength of the Panther is not as a stand alone system. It is integration of information age tech to make it a ground battle version of the F-35, able to see the battlefield though use of drones, and integration with other forces, to direct battlefield resources in the best way. Its best use would require such broad integration with other systems.

For many reasons, it is not the best weapon for Ukraine in this war. This was a PR stunt for the company that will be making the Panther, and nothing more.
